Open Access

Open Access (OA) is a social movement aimed at improving users' rights to access information. Through digital publishing, OA makes works publicly available on online platforms, including text, audio-visual materials, images, and other formats. Content published under Creative Commons licenses is one of the ways OA is put into practice.。
OA literature generally has four key characteristics: it is digital, published online, freely accessible, and subject to minimal restrictions on use. In addition, like traditional scholarly publications, OA literature should also undergo rigorous publication and peer-review processes to ensure the quality of its content.
What is OA?

什麼是OA

  • Open Access (OA),also referred to as "open access," "public access," or "free access," refers to the practice of making scholarly resources publicly available through online platforms, allowing users to access and read them freely and without charge.
  • The Budapest Open Access Initiative (BOAI) is a key declaration of the Open Access movement. It states that users may freely read, download, copy, share, search, and link to scholarly works, provided proper attribution is given to the authors.
  • In academic research, Open Access refers to the electronic publication of research outputs under Creative Commons licenses or other lawful licensing terms, making them freely available to users through online platforms.

The Rise &Benefits of OA
OA的興起優點

 Emergence

  • Journal subscription costs have risen annually, significantly increasing the budget needed for acquiring academic resources.
  • Due to copyright restrictions in traditional subscription-based journals, access to academic content is limited, hindering the circulation of knowledge.
  • With the development of internet technology, the use of electronic resources continues to increase, and the model of scholarly communication is gradually transforming.
  • Given that academic research funding often comes from the public, it is advocated that both scholarly and educational resources should be openly accessible.
  • Commercial academic publishers obtain copyright over scholars' works, which restricts the circulation of research outputs and leads to a crisis in scholarly communication.

 Advantages

  • Why Support OA?
    1. Driven by Global Trends:Open Access is a growing global trend that uses the internet to unlock restricted academic resources, release knowledge, and promote equitable access.
    2. Promote Knowledge Sharing and Impact:Encourage unrestricted sharing of research outputs with the public, which not only enhances academic impact but also expands the potential readership.
    3. Increase Visibility and Research Value:Open Access can increase article visibility and citation rates, promote scholarly communication, help avoid copyright issues, and support collaboration and development in interdisciplinary research.。
  • Scholar Perspective
    1. Enhance Research Visibility and Academic Impact:Make research outputs more visible and accessible to global readers, thereby expanding their social and academic impact.
    2. Increase Citations and International Visibility:Open Access helps increase citation rates, enhance institutional visibility, and promote the wider dissemination of research outcomes.。
    3. Enhance Academic Transparency and Credibility:Publicly sharing research helps improve transparency and reproducibility, aligning with academic ethics and the development of Open Science.
  • User Perspective
    1. Free Access to Resources:It helps facilitate academic research and data collection, thereby improving research efficiency and output.
    2. Promote Self-Learning and Knowledge Exploration.:Users can freely read, download, and cite high-quality academic content, which helps deepen professional knowledge and support interdisciplinary learning.
    3. Reduce Copyright Infringement Risk:Using legally licensed open resources helps avoid legal issues related to intellectual property infringement.

Full Open Access (OA) publishing refers to journals that make articles immediately and fully available online upon publication, allowing users to access them freely without delay.Such journals are known as Open Access Journals (OAJ).The publishing costs are typically covered by the authors or their affiliated institutions through an Article Processing Charge (APC), while readers are not required to pay any fees.

 Green OA

Self-archiving refers to the practice of authors depositing published or submitted manuscripts in institutional repositories, academic platforms, or personal websites for free public access. It also includes sharing preprints or accepted manuscripts online before formal publication, helping increase the visibility and accessibility of research.

 Hybird OA

Some traditional journals adopt a Hybrid Model ,in which certain articles are published as Open Access (OA), while others remain under the traditional subscription-based model.Because OA articles charge authors an Article Processing Charge (APC), while traditional articles charge libraries or readers subscription fees, this has led to the controversy of double charging (two-part tariff). To address this issue, publishers have gradually introduced transformative agreements such as Read and Publish, (R&P) or Publish and Read, (P&R) ,helping institutions transition toward full Open Access.
