[Maintenance]ACS OA System Suspension (Nov. 1–7): Important Notice on Submissions and APC Waivers

Due to a system transition involving the Copyright Clearance Center (CCC) platform used by the American Chemical Society (ACS), related OA publishing services will be temporarily suspended from November 1 to November 7, 2026. 

Faculty, staff, and students who have recently submitted or plan to submit manuscripts to ACS journals are advised to note the following information.

NCHU currently participates in the ACS Read & Publish (R&P) Transformative Agreement, which allows eligible NCHU authors to publish articles in ACS journals as Open Access (OA) without paying Article Processing Charges (APCs).

If your manuscript is accepted by an ACS journal between November 1 and November 7, 2026, and you wish to publish it as Open Access (OA), please follow these instructions:
(1)Please refrain from signing the Journal Publishing Agreement (JPA) until further notice.

(2)Do not pay the APC on your own, as payments made during this period may not be refundable.

(3)After November 8, ACS will provide the Library with a list of articles accepted during the suspension period. The Library will then contact the relevant NCHU authors to confirm whether they wish to publish their articles as OA.

The CCC platform is expected to resume normal operations on November 8, 2026. OA publishing procedures and APC waiver applications will then be processed as usual.
